Career and Technical Education Coordinators provide supporting resources to enable public and charter schools to initiate and maintain quality CTE programs in accordance with the Arkansas Department of Education, DCTE Policies & Procedures and Federal Requirements and Guidelines. The CTE Coordinator legally binds the district/cooperative regarding the Federal Perkins and State funds and the development, implementation, and improvement of CTE programs for all districts (consortia or single LEA) in the service delivery area.

Each Career and Education (CTE) Coordinator is tasked with the development, implementation, and improvement of Career and Technical Education programs from grades 5-12. In addition the CTE Coordinator shall align and coordinate CTE programming with postsecondary partners, business and industry partners, and other appropriate agencies within their service area. Outlined below are the six specific program functions for the CTE Coordinator.

Technical Assistance

  • Professional development

  • New educator training

  • Provide Career Readiness Endorsement Training (410, 412, 418)

  • Engage and assist with Career & Technical Student Organizations (CTSO)

  • Assist educators and district with licensure

    • Assist in acquiring technical permits

    • Support Pre-Educator pathways

    • Support Youth Apprenticeship programs

Administration

  • Complete Comprehensive Local Needs Application (CLNA) annually

  • Submit Perkins V Annual Budget

  • Maintain Perkins records

  • Complete Grants Management System (GMS) narratives as awarded

  • Consortia Management

  • Attend required DCTE meetings

  • Meet regularly with local partners

  • Create alignment between Secondary Career Centers and districts

Data Collection & Reporting

  • Collect Perkins V State Determined Performance Levels

  • Develop improvement plans for indicators not meeting 90%

  • Provide completer certificates & seals

  • Ensure student data for Merit & Distinction are collected

Program Development

  • Annual program review

  • Review program enrollment through monthly COGNOS report from DCTE

  • Standards for Accreditation

  • Ensure High Demand High Wage (H2) alignment

Program Implementation

  • Submit State Start-Up Applications

  • Submit Modernization Grant Applications

  • Submit Off-Cycle Applications

  • Submit Innovation & Non-Trad Grant Applications

Program Improvement

  • Data review

  • Program improvement funding

  • Provide training for new educators, high-need areas, and align funding with PD for program improvement

'Reveal' of Approved State Start-Up Programs via DCTE website and Commissioner's Memo

DCTE deadline to invoice subscriptions, software, & supplemental curriculum used only January - June of current academic year

March - May

CTE Coordinator visits CTE programs to check inventory, discuss future purchases, etc

March 1

All certifications should be purchased by this date

April 1

Certification & Travel reimbursement documentation due

Perkins Portal opens to submit substantially approvable Perkins requests & Comprehensive Local Needs Assessment is due
